Troubleshooting Random Stuttering on a New PC: Seeking Solutions

I recently assembled a desktop computer just two weeks ago, and I’ve been encountering a frustrating issue: random stuttering during use. This problem becomes especially evident when I move windows around or when audio playback occurs, both of which indicate noticeable lag.
Interestingly, a quick restart—sometimes more than once—seems to temporarily alleviate the problem, but it resurfaces the next time I power up my system. I’ve already attempted to disable the “Turn on fast start-up” setting in the power options, yet the issue continues unabated.
I would greatly appreciate any insights or solutions from the community to help resolve this dilemma.
