Troubleshooting Compatibility Issues: i5 9400F and AsRock B365M Pro4 Motherboard

Recently, I encountered a significant challenge while helping a friend with their new computer build involving an AsRock B365M Pro4 motherboard and an Intel i5 9400F processor.
The Background
After assembling the components, we ran into a booting issue. This information led to a temporary solution: I transferred my own i7 8700K into the build to perform the necessary BIOS update. The Current Dilemma
Despite these efforts, the motherboard still fails to boot with two different i5 9400F processors.
